I remember studying the accounting principles in my accounting courses years ago. There were rules in a book; I think it was called GAAP, about how to account for various types of assets and liabilities, revenues and expenses. There were some guiding principles, as well as details for each type of financial statement line item. Where can I get a copy of these rules?

Dear BBB, there's a saying that the more things stay the same, the more they change, or maybe it's the other way around. I was introduced to this method of dispensation of rules about financial statement presentation over 25 years ago.

I've never understood the level of protectionism employed to keep these rules closely guarded, but they definitely are that. You would think that with the advent of the internet, this would loosen up, but not in this case. I wonder if the people at CanLII.org might make a dent in this closely held secret about how financial statements are to be presented. I doubt it. There's a buck or two in it for the old guard.

The original GAAP was one small binder; in fact the CICA gave you the binder, which was a special size to hold the half size pages. CICA Handbook revisions were sent out as an update once or twice a year. The revisions came with instructions on removing certain pages and inserting new pages. If you were a student, you would get a copy when you were studying accounting theory, usually fourth level.

These days, the CICA Handbook is an online subscription. Non members can purchase it and it's available through the Knotia Downloads. You'll have to create a profile to login to shop, or call 1-866-256-6842, or email support@knotia.ca. Knotia store sells over 350 CICA titles in various formats.

As a CGA, I paid $440.00 last year for my annual subscription. What's interesting is that this price isn't disclosed unless you sign in to their store. I am required to have a subscription, as I am registered in public practice. The Handbook is accessed through a software install of Folio Views and is read-only.

Effective March 1999, the handbook was divided into two separate handbooks, accounting and assurance. An archive of the old handbook and it's filing instructions and release notes, from No. 73 to No. 97, are not split between accounting and assurance handbooks. The new Assurance Handbook is up to Revisions Release No. 31. The New Accounting Handbook is up to No. 55. There is a separate CICA Public Sector Accounting Handbook that is issued as a separate handbook.

Does it still look the same? Pretty much- there are still accounting standards, accounting guidelines, emerging issues, and a topical index in the accounting handbook. The assurance handbook has Canadian standards on quality control, Canadian auditing standards and other Canadian standards, and a topical index.
